Edit: With closer inspection and some badgering in the comments, I'd probably call this Gø7/Bb (or Bbm6). I call A+/Bb a pivot because it's also serving as a borrowed Bbm in the target key of F major. This chord has the sound of the V+ (with a b9 bass, the only place I hear Bb) but deceptively pushes up a m3 into a bright, plain C chord.
The end of the pre-chorus is a nice modulation to F major, using A+/Bb as a pivot chord. This difference of the G Dorian-ish grove over D minor melodies I think keeps a little tension that's finally released in the pre-chorus, with a more traditional iv7 - i7 cycle in D minor.
A harpsichord riff panned hard right (F E- F E- F D- D D.) helps establish D as well. what would typically be a G Dorian groove is really an extended iv7.
